Kjersti Holum Karlstrøm holds one of Norway’s most distinguished CVs in the field of public procurement. She has extensive litigation and dispute resolution experience in Norwegian courts and has represented both the Perpetuum case and the Hammerfest Port case before the Supreme Court—two of the most prominent procurement cases in recent years. She works across various industries, with particular expertise in procurement within the construction industry, healthcare sector, and IT sector.
Kjersti is one of ten board members of the Complaints Board for Public Procurement (KOFA), appointed by the King in Council in 2019 for a term lasting until 2027. She has also served as a government-appointed member of the Procurement Committee, which proposed changes to the procurement regulations in NOU 2023:26 and NOU 2024:9. In September 2024, she was appointed by the Norwegian Ministry of Defence to participate in a working group tasked with drafting a new law on defence and security procurement. The group delivered its recommendations to the Ministry in the summer of 2025.
Kjersti is also a co-author of the commentary edition of the Supply Regulations published on Juridika, and serves on the expert committee for public procurement at the Norwegian Bar Association’s Education Centre (JUS). In addition, she works with commercial contracts in the private sector, various forms of government relations, and public law. She holds board positions and regularly delivers lectures throughout the year. In the spring of 2025, she was also appointed by the Ministry of Finance as a member of the newly established Financial Supervisory Appeals Board.
