Kjersti Holum Karlstrøm is the office manager of our Tromsø office and has one of Norway’s strongest CVs in the field of public procurement. She has extensive experience in litigation and dispute resolution before Norwegian courts and has, among other cases, litigated the "Perpetuum case" before the Supreme Court—one of the most well-known procurement cases in recent years. While she works across various industries, she has particular expertise in procurement within the construction sector, healthcare, and IT.
Kjersti is one of ten board members of KOFA, appointed by the King in Council in 2019 for a term lasting until 2027. She has also served as a government-appointed member of the Procurement Committee, which has proposed amendments to the procurement regulations in NOU 2023:26 and NOU 2024:9. In September 2024, she was appointed by the Ministry of Defence to participate in a working group tasked with proposing a new law on defense and security procurement. This work is scheduled for completion in the summer of 2025.
Kjersti is also a co-author of the commentary edition of the Utilities Regulations, published on Juridika, and is a member of the expert committee on public procurement at the Norwegian Bar Association’s Continuing Education Center (JUS). Additionally, she works with commercial contracts, government relations, and public law. She holds board positions in various companies and delivers numerous lectures annually.
